To summarize:

Responsibility is automatic and relates to the placing of credit or blame upon the person acting. An obligation is never automatic, and occurs only as a result of a deliberate and voluntary decision.

An obligation refers to a commitment, or a moral requirement to perform a specific act in the future. An opportunity to assume an obligation may exist at any time, in many forms. An opportunity does not, however, infer acceptance of an obligation. An obligation to be obligated does not exist.
