Page 2 of 2 At the same time, as some individuals continue to see how they can profit from the exercise of power over their fellows, the development of coercive agencies has also continued to develop, and to evolve into a high degree of subtlety, complexity and sophistication. Yet, as the rulers of Lagash discovered, and as men and women in power have discovered through the ages, it is when taxes are high, restraints are numerous, and the will of men and women are thwarted and bent to comply with the wishes of those organized for power, that men and women begin to worry about freedom. In the end, it is when men and women finally awaken to find themselves virtually enslaved to political or economic controls, that they finally stir themselves to take action; either by fleeing the region, or by organizing a revolution, toppling the established governing regime, and starting anew.
