Lesson 48 - Control, Authority, and Responsibility Part II Print E-mail

 

It is interesting at this point to recollect the characteristics of collective property, often euphimistically referred to as "public property", or "state property".

Collective property remember, is the kind that is presumably "owned" by the masses (everyone), but is managed and controlled by those who appear or who claim to "represent" everyone.

In such a condition, the "owners" (taxpayers) are made to be responsible for the property by those who control it, in that they are compelled to meet all costs arising out of its maintenance or use.  The elected, appointed, or self-proclaimed managers and agents over the property however exercise all control and have all of the authority.

There is an old story that describes this condition.  Two men are discussion what hell must be like.  After much discussion, one of them came up with this definition: " ... a place where I could be made responsible for everything that happened, but I have absolutely no authority to do anything about it!"

This is precisely the condition described in collectively "owned" property.  The taxpayers are made to assume all financial responsibility, but the politicians and bureaucrats retain all of the authority.
